FONOM Welcomes Commitment to Include Northern Municipalities in
Housing Infrastructure Funding
OTTAWA, ONTARIO – The Federation of Northern Ontario Municipalities (FONOM) is welcoming
today’s announcement by the Governments of Canada and Ontario regarding the Canada-Ontario
Development Charge Reduction Program and, in particular, the Province’s commitment to make funding available to rural, small, and Northern municipalities.
FONOM has consistently advocated that Northern Ontario municipalities must have equitable access to
housing and infrastructure funding programs. Many Northern communities do not levy development
charges and face unique infrastructure challenges, including higher construction costs, smaller tax
bases, and vast geographic service areas.
“FONOM appreciates the Province recognizing that Northern Ontario communities require a different
approach when it comes to supporting housing growth and infrastructure development,” said Dave
Plourde, President of FONOM. “Our municipalities want to build housing and support economic growth, but they need access to infrastructure funding that reflects Northern realities. Today’s commitment is an important step in that direction.”
Plourde attended today’s announcement in Ottawa, where municipal and government leaders gathered to discuss housing-enabling infrastructure investments and economic growth opportunities.
While in Ottawa, Plourde also joined discussions focused on broader Northern Ontario priorities,
including transportation infrastructure, workforce development, natural resource opportunities, and
housing.
FONOM was encouraged to see continued federal interest in the modernization of Highways 11 and 17,
which serve as the backbone of Canada’s transportation network across Northern Ontario.
“Modernizing Highways 11 and 17 remains one of the most important nation-building opportunities
facing Northern Ontario and Canada,” added Plourde. “These corridors support trade, connect
communities, move essential goods, and provide access to healthcare and other critical services. We
will continue working with all levels of government to advance this priority.”
FONOM looks forward to receiving additional details regarding the Province’s commitment to provide
dedicated funding opportunities for rural, small, and Northern municipalities and will continue
advocating for programs that ensure Northern communities are treated fairly and equitably.
